PWA and AMEY Sign Five-Year Highways Network Management Contract

PWA and Amey have signed a five-year contract to manage the highways network in The State of Qatar. Amey will work as an advisor to the PWA (Public Works Authority), also known as Ashghal - which is responsible for all planning, design, procurement, construction and asset management of roads infrastructure in Qatar.

The new contract involves improving policies, processes and procedures linked to roads operations and maintenance (O&M), customer services, ICT, financial management, and other supporting functions.  Working with PWA, Amey will provide a robust training, mentoring and change management programme to all PWA O&M staff as well as create an Enterprise Highway Asset Management System (EHAMS) that will support the drive towards future streamlined operations and maintenance services. All services shall be linked to a management mechanism aimed at monitoring and improving performance.

The highways management contract was procured by PWA over a two-year period. The process included a significant amount of dialogue, interviews and presentations to ensure the service being offered matches PWA’s needs to upgrade and manage vital highways infrastructure in accordance with the Qatar National Vision 2030.

Amey will capitalise on its world class expertise in asset management and transport planning from across the group companies to incorporate best “appropriate” global practice to meet the PWA and people of Qatar’s requirements.

The new strategy will apply to 150 existing PWA staff; as well as a management team of up to 30 specialists from Amey, many of whom will also relocate to Qatar.
